I got some scrap kits to play with. Now, the tube I use will always get the © right? I chose scraps where their TOU explained about their crediting, but nobody insisted on a ©. Now my question is this. Let's say I have this kit and I want to use one of the embellishments. Just as a courtesy should I say on my tag Accents by Miss X's Designs? Or is it OK not to say anything since Miss X Designs didn't require a mention? But what if I want to be nice and thank Miss X Designs, would I say something?

You can always put Scrapkit by so and so if you'd like....that would work...the only time they really like a mention is if you use only the scrapkit and no artist's work with it...then © so and so www.blahblah.com

No. As Barb said, they usually only want the ©used when their scrap piece is the main focus.
My personal opinion is that I don't mix scrap kits, but, if I do and they want credit for it then I just put scrap by BlaBla and that's it. My tube has the © and url.
